Code Enforcement
The City Of Macclenny Building Department’s mission is to protect the publics’ interest by upholding the spirit and intent of the City’s Land Development Code and City Code of Ordinance. The department responds to citizen complaints regarding unsafe, unsanitary and property maintenance violations. In addition, the department is responsible for conducting site inspections to ensure properties are maintained per the approved site plan.
Property Maintenance Requirements
It is prohibited for the owner of such land, occupied or unoccupied, to allow the accumulation of filth, rubbish, trash debris, household articles or excessive growth of weeds, underbrush, and trees on the owner’s property. This also includes the parking of or storing of any motor (engine) or vehicle in a junked or abandoned condition on the owner’s property. Mortgaged Real Property in Default
City Code requires mortgage holders to register, inspect, maintain, and post real property in default. Failure to do so may result in Code Enforcement action against the mortgage holder and/or remediation by the city at a cost billed/liened to the mortgage holder. Registration must be completed by the mortgage holder. Prior to issuing a notice of mortgage default, mortgage holders must register defaulted property with the City Of Macclenny.

Noisy Animals (For all Animal Control related issues, please call Baker County Animal Control at 904-259-6786)
No person shall own or keep in the city any animal which by barking, biting or howling or in any other manner disturbs the quiet of any person. It shall also be the responsibility of the owners of dog pens to discipline their dogs to prevent excessive barking. Excessive barking shall be considered a verifiable and valid complaint against the owner. For more information see Part I, Chapter 5, Article 1, Section 5-8, of our City Ordinances.
Animals Running at Large (For all Animal Control related issues, please call Baker County Animal Control at 904-259-6786)
It is unlawful for any animal to run at large in the city and it shall be unlawful for any person owning an animal in the city to allow the animal to run at large. All dogs shall be and remain under the direct control of a person competent to control the dog at all times, or be kept within a suitable enclosure sufficient to prevent the dog’s escape therefrom. For purposes of the City’s ordinance, the term “direct control” is defined as requiring immediate, continuous physical control of the dog at all times, such as by means of a leash, cord or chain of sufficient strength to restrain the dog, not to exceed six (6) feet in length. If the impounding officer, seeing a dog at large, is unable to detect a competent person controlling the dog as required in this section, it shall be considered by the court as prima facie evidence that such dog is in violation of this ordinance. It shall be unlawful for any owner to keep confined in a stable, pen, coop or corral or cause to be confined in a stable, pen, coop or corral any livestock or fowl within the distance of one hundred (100) feet of the property of another. Confining of livestock or fowl within the prohibited distance set forth in this section is hereby declared to be a nuisance and dangerous to the public health and safety. Advertising and Signs
This ordinance may exempt certain signs from these regulations, prohibits certain signs, establishes regulations to govern the placement and size of temporary and permanent signs within the city, and establishes application procedures and procedures for appeals. This ordinance applies to all signs, and other advertising devices, that are constructed, erected, operated, used, maintained, enlarged, illuminated or substantially altered within the city. Mere repainting or changing the message of a sign shall not, in and of itself, be construed as a substantial alteration. For more information see Part III, chapter 14 of our City Ordinances.
Travel Trailers & Parking of Heavy Equipment, Mobile Homes
Travel trailers, for temporary residency, are allowed on available designated spaces in existing mobile home parks only. Recreational Vehicles are allowed to be stored on your property but may not be occupied. See Part I, Chapter 14, Article III, Section 14-68 of our City Ordinances.
Parking of heavy equipment, buses, and recreational vehicles on public streets in residential areas in excess of two hours is prohibited. Parking of semi-truck tractors and/or trailers and trucks designed for carrying things other than passengers with a capacity exceeding 3 tons are prohibited anywhere within residential areas. Parking along U. S. Hwy 90, SR 121, and SR 228 is allowed with some restrictions. For more information see Part I, Chapter 20, Article III, Division 2 of our City Ordinances.
Pre-manufactured homes moved into the city require a permit and must be skirted of acceptable material approved by the building inspector.
